INFORMATION NOTES
OBSERVATION STUDY TOUR (OST) ON BEST-PRACTICES AND CHALLENGES IN FAMILY AND COMMUNITY DEVELOPMENT

INTRODUCTORY REMARKS
DAMANDIRI Foundation is honored to host national and international participants to the “OST on Emerging Paradigm to Empower the Family and Community for welfare Enhancement at the Grass Roots”. As mentioned in the brochure, participants are to comprise policy decisionmakers from all tiers of governance, of government and non-government agencies, who are concerned with grass roots community development through the application of the POSDAYA model. One may wish to note that POSDAYA is a local forum for empowering all members of the family, and thus is a powerful medium for community development. Through the POSDAYA approach various developmental area have been put in place, i.e. in developing entrepreneurial skills, in improving the quality of educational attainment of the youth and adolescents, and in providing grater access for families for quality halter services. It is in these areas that the OST is held, to share success stories and invite comments for improvement.

OBJECTIVES OF THE OST
The overriding objective of the OST is to exchange empirical experiences on best practices and challenges in family and community development. The specific objectives are:

• Demonstrating the POSDAYA approach as the appropriate paradigm for family and community
development;
• Demonstrating program on practical Human Resources Development activities, particularly in
improving the quality of higher secondary school (SMU) graduates;

Formulating recommendations for possible improvements in family and community and Human Resources Development in general, and possible replications.

FORMAT OF THE OST
The overall format will be in discussion throughout the OST. 30 percent will be class-room briefings, and 60 percent field observation and discussions, and 10 percent for reflection discussion-synthesis (RDS) for probable adjustments and
adaptations.

PARTICIPANTS TO THE OST
Participants to the OST will comprise decision makers and opinion leaders from both government and non-government circles, both from the national and subnational levels, who are concerned and having to deal with family and community welfare enhancement.

WORK PROGRAM OF THE OST
In general the following work program will be carried out.
Day 1 :
Introduction
Welcome address
Keynote address
Logistic Briefing

Day 2 :
• On-site Discussion with local community leaders and field observation
• Discussion (RDS) on the observed paradigm and field model

Please note that as return tickets from the participant’s country of origin to Jakarta are to be furnished by the participants or their sponsoring agencies. For participants who wish to continue their stay to visit Yogyakarta and Bali, all costs will be borne by them selves. The DAMANDIRI Foundation will be happy to facilitate.

WORKING LANGUAGE OF THE OST
The working language of the OST will be English.
When Bahasa Indonesia (Indonesian Language) is used, the organizers will endeavor to translate and/or interpreter for International participants.
Please note that there will be Indonesian nationals among the participants who could be requested to assist and facilitate.

TECHNICAL PANEL
Following the keynote address, DAMANDIRI senior officials will present best practices
in POSDAYA – based Health, Education, and Entrepreneurial activities.

THE OPENING SESSION
The Opening session will be done in Jakarta where the participants will hear the Keynote address of Chairman of the DAMANDIRI Foundation. The philosophical underpinnings of POSDAYA Paradigm and its operational principles will be elaborated. Additional briefings will be given in Yogyakarta.

THE OBSERVATION SITES
Bogor is selected as the comprehensive site for observation and discussions.

FORMULATING POA
Participants will be requested to formulate a Plan of Action for their respective areas of work. These POA will be presented to the OST.

THE APROPRIATE ATTIRE
The climate in Jakarta and Bogor at the moment is around 29 degrees Centigrade. At times the humidity level can be quite high. It is therefore recommended that participants dress lightly. Official or lounge suit is recommended only for the first day for the opening session.

ACCOMODATION
Participants will be accommodated at Hotel Bidakara in Jakarta, breakfast is included in the hotel package. Most lunches and dinners will be served on places of officials visits, except during free programs. Participants residing in Jakarta will not be provided with hotel
accommodation.

CURRENCY
The currency in Indonesia is Indonesian Rupiah (abbreviated as Rp), which is
equivalent to around Rp 9,000 to the US Dollar. Official Money Changers are easily found and accessible. Major currencies are acceptable at those places. Major credit Cards are also acceptable at shops and vendors.

SHOPPING
Bogor is a situated south of Jakarta, and site of the resort palace of the President of Indonesia.
