This report is prepared forthe International Training by AUICK sponsored by the Mayor of Kobe and UNFPA, May 28* - June 3rd 2008 in Kobe, Japan under the theme of the environment. The report is presented under the title of "A Green and Clean Surabaya" that details the policies, programs and approaches underpinning success of this essentially community based empowerment project.
The efforts of Surabaya's Mayor and his line officers, in line with the interest of the people in Surabaya, could be a model for other elements of Indonesian government and may also guide other countries in exploring similar initiatives. It is therefore appropriate that it be documented and presented to an international forum. While noting that future applications will need to accommodate local adaptations, any government attempting these initiatives will need to broaden its base in a firm commitment to achievement of the Millennium Development targets.

Opening Remarks from The Mayor of Surabaya In managing the life of our city, and especially pursuing a clean and comfortable ambience, Surabaya municipal governments have been active throughout a the history that goes back over several decades. It is, however, only over the last 6 years or so that a concerted drive to create a green, clean, tidy and comfortable city has been seriously undertaken. This drive was based on sound concepts and drew heavily on local cultural elements producing results that have been particularly striking over the last 2 -3 years.
This drive began by looking at the city administration itself. Municipal officers were encouraged to operate under a new paradigm that moved away from a traditional self-interested tendency, i.e. to exploit office for personal gain - a mindset that had become a serious block to municipal advancement. This gave bureaucratic reform towards instilling a better work ethic and higher motivation among administrative authorities and agencies - and in particular case the Surabaya Waste Disposal and Gardens authority - the highest priority.
INTRODUCTION Surabaya (formerly Soerabaja) is Indonesia's second-largest city, and the capital of the province of East Java. It is located on the northern shore of Eastern Java at the mouth of the Mas River and at the side of the Madura Strait. Surabaya is also known as the city of heroes, because of its heroic role in the history of Indonesia. In 2007, the population of the city is approximately 3 million and it is also the busiest ports in Indonesia after Jakarta.
PROFILE OF THE CITY Surabaya is a municipality and it is divided into 31 subdistricts or kecamatan. Namely are Genteng, Bubutan, Tegalsari, Simokerto, Tambaksart, Gubeng, Krembangan, Semampir, Pabean Cantikan, Wonokromo, Sawahan, Tandes,

POLITICAL COMMITMENT The major pre-requisite for a city's effective waste management and a clean environment is political commitment by the government; in this case the Surabaya Municipal offices and Regional Assembly (DPRD). Municipal government has joined with the Regional Assembly of Surabaya to place the highes temphasis on clean liness and environmental protection when planning the city's development - a commitment evident in Regional Regulation number 1. of Surabaya City for 2006 detailing mid-term development plans (RPJMD) for the municipality from 2006 - 2010.

IV. ENVIRONMENTAL EDUCATION AND COMMUNICATION STRATEGIES Measures directed at regulating the environment and safeguarding Surabaya's cleanliness require full community support and participation in view of the city's high population density and large area. This calls for a movement that can do more than just arouse community consciousness; it must be able to push them to direct active participation in programs for creation of gardens and green belts, preservation of nature reserves, road cleanliness, river clearing, channel and waterway infrastructure etc. The approach taken involves:
MUNICIPAL AND COMMUNITY ACTIONS AND THEIR RESULTS Various measures undertaken by the Surabaya Municipal Administration towards a greener and cleaner Surabaya have achieved encouraging results. Based on data from information campaigns, capital and infrastructural support, waste processing and re-greening through tree planting have all shown big gains through both 2006 and 2007. Specifically:
SUCCESS OF INTEGRATED MEASURES AND FUTURE CHALLENGE As detailed above, regulating Surabaya's environs is an inseparable element of integrated broader policies and measures addressed at the city's zoning and development generally. The successes achieved to date should be referred to in context of this integrated planning and implementation. Uncontrolled development and inappropriate land use will impact on environmental protection. A bad situation can deteriorate even further if attention to technical aspects lapses such as with the "accident" at Sidoarjo where gas exploration work caused a disaster with massive consequent environmental degradation.
VII. CLOSING NOTES In conclusion to our brief overview of Surabaya's urban cleanliness, waste disposal and greening programs and a report of the results that the Municipal Government and people of Surabaya have been able to achieve by working together on these. In a relatively short term, these projects have already achieved positive results. Through a participative strategy of empowerment involving community elements down to the lowest economic sectors, Surabaya has achieved the ultimate public recognition available in this field; a prestigious "Adipura" Award. It came through the hard work of public officials and community members consistently supporting strategies and programs that they had helped to choose. The results and rewards were multi-facetted. Not only were target communities offering greener, healthier and cleaner living environments, sectors within the community were also gaining a new income source - particularly from the composting activities.
